Not all of them. The programme is built on risk: the effect of the product or service on final quality, the availability of alternative suppliers, and past performance. For low-risk suppliers a remote assessment against a questionnaire may be enough.
The criteria are written before the audit, from what the organization genuinely requires of the supplier. Because the same set is applied to every supplier, the results can be compared.
That right rests on the contract. Writing a right of audit into supplier agreements is recommended; without it, the audit proceeds with the supplier's agreement. ELQA carries out the audit on the organization's behalf against the agreed criteria.
