The outcome of the needs analysis, the current level of the group and the time that can be set aside. Because the programme is modular, it can also be spread across several periods.

The method is decided while the programme is being designed: an applied exercise, a case assessment or a change in a process indicator. If measurement is not built in from the start, there is no way to assess the result afterwards.
